HSRA
The Homeless Services Reform Act (HSRA) serves to address the problem of homelessness and the standards by which the District of Columbia and homeless services providers must deliver services to clients, and to revise the procedures for resolving disputes between clients and providers of homeless services.

The Rulemaking Process The Department of Human Services has released the HSRA rulemaking. DHS expects these rules to be published in the D.C. Register on Friday, September 4, 2009. DHS is allowing a 45 day official comment period from the date of publication. This comment period will close in October 19, 2009. Hogan and Hartson, the law firm that provided assistance in gathering community feedback throughout the rulemaking process will be hosting a meeting in September to once again gather provider, client and advocate feedback on the rules. The date and time for that meeting is TBD.
